I’m really confused — what ABC law prohibits you from marketing this?

I’m guessing that the ABC guys would come down on the bar, saying that they are ‘advertising’ it in the media by being connected to cvillain?
But it’s ok to put together a listing of bars and their happy hour specials, as long as they aren’t paying you to advertise it?

If it’s not open to the public, you seem to be in the clear:
C. This regulation shall not apply to prearranged private parties, functions, or events, not open to the public, where the guests thereof are served in a room or rooms designated and used exclusively for private parties, functions or events.
If it’s open to the public though (and I imagine it is? people can still come in and drink w/o hats, eat dinner, etc), then obviously it goes back into that gray area. I know when I just cut my radio ad, that 106.1 wouldn’t let me mention McGrady’s happy hour prices.
