
Charlottesville Tomorrow reports that the Gordonsville Mayor is requesting up to $300,000 from Albemarle County because Orange County needs it to pay for a library expansion. I am not sure I understand this logic, but because the Gordonsville Library attracts a lot of Albemarle County residents, they think it’s a good idea for us to pay.
Am I taking crazy pills? Why is Albemarle County even considering this?!

Albemarle residents have long benefited from the infrastructure of Cville and other regions it borders, and uses. It does so in many, many little ways. Really, how many public pools does Albemarle have? Yet all the Albemarle school have swim teams that practice in….you guessed it.
And since they have decided to have just two librarys, one west and one south, with less volumes than Cville, I suspect the underserved residents of an area with TONS more fiscal resources than Cville or Orange should pony up.
And please do not say the words “revenue sharing” unless you really understand what is going on, and how much Cville would love to go back to their first plan than what they have now….
I have to say, for a town that is world class and cultured, the Jefferson Regional public library by Market Street wine shop is really a disappointment. Big fancy columns outside, nothing but slumbering homeless people and outdated books inside. They make you pay to borrow new-ish books for chrissakes.
@3 Revenue sharing…the city gets 13 million from the county next year. You could spend the mall makeover money on the library. The city doesn’t provide anything the county doesn’t pay for in some way.
What about all the taxes paid in food and drink consumed by county folk and so many others

Is this library part of the Jefferson-Madison regional system? If it is ,Albemarle already gives. If not it shouldn’t let non- Gordosville/Orange residents use it. $300,000 sounds like a huge chunk of their budget, like several years worth.
@9 No, not part of JMRL. The CT article says they’re going to spend $800K for a new library, but they’d prefer the one they can get for $1.1M and that 40% of the library’s users come from out of county, but they don’t break it down by jurisdiction. I assume they’re asking Louisa for money as well.

But the county gets a good deal from what would have happened if NOT for the revenue sharing. The “revenue sharing” is an inaccurate statement for what it really was created for: the prevention of Cville observing that route 29 north corridor is actually Charlottesville.
Now, what do think is preventing the big construction project behind the 7-11 at 29? Politics, poor surveys, or the fact that Albemarle cannot do the project without Charlottesvilles help. And just what % of the tax $ will be going to Cville, which will have to deal with the traffic right at its borders as well as solve the problematic infrastructure issue.

Hey, the downtown library has gotten a lot better in the last six months or so, at least in terms of atmosphere. Don’t know if it’s new rules or a new library sheriff, but patrons seem to be on better behavior in there. Of course, as soon as you figure out where else downtown the homeless/indigent can hang out in an air-conditioned peaceful environment, be sure to let them know.
Regarding Orange wanting money, let them charge a user fee for out of county patrons.
@11 as it was told to me the revenue sharing agreement was about politics not revenue. They were worried about the political consequences of adding more land. It would possible have broken the democrats holded on city council by changing the city from an at large to a ward system.
You are wrong about Albemarle Place as well. The reason it didn’t go on is because of sewage and the builders themselves. The city had little to do with it’s delay. Water and Sewer are run by both the city and county.
Albemarle pays for over 10% of Charlottesville’s budget- we pay and we get no say over how the money is spent.

I was one of the half dozen or so at the Supes meeting. This was a sad part of the meeting on Wednesday. A mayor hat in hand in front of a wealthier neighboring jurisdiction asking for funds.
The boring reality (@ 16) is there is no enabling legislation to allow Albemarle County to send money to any other jurisdiction. The state seems to believe localities should spend their tax dollars at home (revenue sharing agreement excepted).
If the mayor does not get the money, Orange County has threatened to build a smaller library that they can afford to build.
Perhaps if Shen came to the Board meeting in in one of those costumes from the other thread, now that would be a meeting worth attending!

The problem is WHERE they have to increase the sewage runoff, which is through Cville in a pipe that is fine for Cville, but not for the Albemarle devleopment. And even in a Democratic stronghold like Cville the lure of doubling the sales tax and business property tax base is a big one. Strong enough that Albemarle did not want to lose it. At the time both were happy, for the reason you state politically and those economic as discussed.
There is no dividing line when talking about city/county water and sewage. It is the same system. The city didn’t even gauge new usage when they slammed in the new BestBuy.
You ignore the fact again that Albemarle pays 10% of the city’s buget and get ZERO control over what it is spent on.

Because Virginia is set up as a commonwealth. Commonwealths designate cities as separate from counties. This is most certainly not the case in states organized under different systems. Chicago, for instance, is very much a part of Cook County.

We use the Gordonsville library as our main library and so do our friends. We are all Albemarle County citizens and Charlottesville is a long way away. We would like the supervisors to give a contribution to the Gordonsville Friends of the library. The money doesn’t go to Orange County. This would be helping Albemarle citizens and we do pay a tremendous amount of taxes to Albemarle County.
The mayor didn’t ask for $300,000, he said that was the original amount needed and they have raised over $100,000 so far. He was asking for any amount possible - maybe Albemarle could come up with a few dollars since I send them many thousands of tax dollars each year, and since I have no school age children, they basically provide me with no services for my money. He also asked Louisa County since Gordonsville is on the edge of Albemarle, Louisa and Orange Counties.
The nice thing is, Orange County pays the total cost of operations in the future (obviously) - this is a one shot deal that would help us get a better library for everyone in the eastern end of the county (Albemarle). Also, Albemarle wouldn’t have to spend millions to build one - and tens of millions to operate it for the next hundred years. Seems like a pretty good deal for Albemarle County to provide library services to folks in that end of the county. If Albemarle doesn’t help out, maybe we won’t be able to use the libary any more, or the fees will be too high and we will have to drive all the way to Charlottesville again. Doesn’t sound too green or like anyone can see the big picture.
To the guy talking about riding by and looking at someone else’s grass, if Albemarle citizens only rode by the library and didn’t check out all the books, Gordonsville wouldn’t need the bigger library. A better analogy would be that your neighbor threw a block party on your newly seeded front yard while you were out of town and then all of your grass was gone. You might want a few dollars from him to reseed.

Maybe I will hook up the rig and make a new mix which no one will care about. Maybe I will work on the paintings in progress, which no one will ever see.
